Jeffrey R. (Jeff) O’Donnell, Ph.D.
Dr. O’Donnell is an accomplished materials, fabrication, and fitness-for-service expert, technology leader, and veteran with over a 30-year track record of success and experience in the energy and offshore industries.
He served as Technical Lead for the most serious failure and fitness-for-service assessments, many with exposure >$10M, some with exposure >$100M.
He served as materials, welding, and fabrication lead for the qualification of new materials and fabrication methods for increasingly demanding operating conditions.
As Chief Materials Advisor, Dr. O’Donnell provided support to all regional EPC projects spanning the Onshore, Offshore, and Subsea sectors. Significantly, he addressed and rectified materials, welding, and fabrication-related quality issues, and he developed and implemented improvements to the corporate management systems.

Dr. O’Donnell holds a Bachelor of Science degree major in Engineering Physics and minor in Physics from Rensselaer Polytechnic Institute (RPI) and a Doctor of Philosophy degree major in Nuclear Engineering with emphasis on stress corrosion cracking of materials from Massachusetts Institute of Technology (MIT).
He remains active in industry committees and conferences, including API Subcommittees 2 (Offshore), 5 (Line Pipe), and API 1104 Fracture Mechanics Subcommittee. Dr. O'Donnell had significant roles in the development of revisions 2 and 3 of API Standard 2RD (Deepwater Riser Systems).
